The organizations Derechos Digitales, Red en Defensa de los Derechos Digitales (R3D), Instituto Panamericano de Derecho y TecnologĂas (IPANDETEC) and Hiperderecho, belonging to the AlSur consortium, and officially registered to participate as civil society in the sessions of the Ad Hoc Committee on a Comprehensive International Convention on Combating the Criminal Misuse of Information and Communication Technologies, prepared a specific contribution to the draft text (A/AC.291/22).
The document presented includes specific recommendations in four areas: gender perspective, criminalization, procedural measures and law enforcement and international cooperation. In each of these areas, general aspects of the articles contained in the draft text have been analyzed and modifications have been proposed with their respective arguments.
As a consortium of civil society organizations from 8 Latin American countries, we believe that the document still requires several adjustments so that it can properly include a human rights and gender perspective.
