Carlos is a Peruvian lawyer with more than 10 years of experience managing international cooperation projects in the field of digital rights. Previously, he worked at the Ibero-American General Secretariat (SEGIB), the Government of Peru, ISICRI, and the NGO Hiperderecho. He has also served as a consultant for organizations including Amnesty International, Derechos Digitales, Fundación Internet Bolivia, IPANDETEC, the European Union, UNESCO, and USAID, among others.

His work at AlSur focuses on coordinating and implementing the Consortium’s programmatic agenda, continuously improving internal processes, and strengthening AlSur’s institutional relationships with other stakeholders in the digital ecosystem.

Carolina Botero

Advocacy Coordinator

Carolina is a Colombian lawyer with more than 20 years of experience defending human rights in digital environments. She is a founding member and current Board Member of Fundación Karisma, as well as a member of the Advisory Board of CELE. She also supports the advocacy agenda of the Access to Knowledge Coalition (A2K Coalition) and serves as the Regional Lead for the Tech, Trade and Geopolitics Forum.

Her work at AlSur focuses on strengthening the Consortium’s collective intelligence by identifying and monitoring digital policies and regulations at the regional and international levels. She also leads collaborative spaces where member organizations exchange information and coordinate advocacy efforts around emerging policy opportunities.

Araceli Ramírez

Araceli holds a degree in Sociology from the Universidad de Buenos Aires (UBA) and master's degrees in Cultural Industries in the Digital Convergence (UNTREF) and Digital Communication with a specialization in Public Policy (FLACSO).

Her work at AlSur focuses on managing the Consortium’s internal and external communications channels.
