In Latin America, Artificial Intelligence (AI) has been promoted with a narrative of economic and social development. However, the omission of an articulated dialogue between state entities and civil society organizations draws a complex cartography of ethical, methodological and even epistemological concerns regarding the regulation of AI in the countries of the region.

At this critical juncture, the AlSur consortium of 11 Latin American civil society and academic organizations that seek to strengthen human rights in the region's digital environment present the regulatory scenarios in Brazil, Peru, Colombia and Mexico. The regulatory scenarios of these countries are examples of legislative reactivity without a comprehensive legal framework, as well as a lack of knowledge of the material reality and the particular needs of each country. Regulation is not only a technical issue, but a series of social and legislative practices that affect people's lives.

“Regulatory Pathways for AI in Latin America” is a research prepared by the organizations Derechos Digitales, Fundación Karisma, IDEC, Coding Rights, Hiperderecho and R3D as part of a reflection within the framework of the AlSur consortium. Our main interest is to provide, from our perspective, a critical analysis that can be used by decision makers, civil society organizations and activists, so that the debates around AI are based on human rights and the contexts of the countries of the global South.
